Recruit And Compete is founded as a local Political Action Committee for Mecklenburg county. Its purpose is to encourage new Republican candidates to file for district offices within the county that are held by Democrats, and for general get-out-the-vote efforts at the precinct level.

Fundraising goals may be increased, depending on the interest of local citizens to support the work of the committee. The minimal initial goal, is to at least reimburse new candidates for their filing fees. The PAC may engage in its own independent expenditures to publicize candidates and make races competitive.

The initial focus is on county district offices, but municipal or countywide offices may be included in the future. (Legislative offices won't be included as a focus of the PAC, because it was filed with the county board of elections, not the state board.)

All expenditures are public record, and pass through a specific segregated account under it's own TAX id, as required by North Carolina campaign finance statutes.

The PAC is managed by one fiscally disciplined person who took the required N.C. treasurer's training on April 16, 2009. There are no slow moving subcomittees, and all funds donated to the PAC are only used only to improve the standing of new GOP candidiates, improve Republican voter registration, or to publicize and grow the PAC.
